Strengthening the construction of philosophy and social sciences information is a very important measure for further promoting the prosperity and development of philosophy and social sciences. According to a new round of the plan whose purpose is the prosperity of philosophy and social sciences of university, the Ministry of Education launched the construction of Chinese University Social Sciences Data Center (CSDC) in Huazhong University of Science and Technology (HUST). It is an important guarantee to perfect modernization management system of philosophy and social sciences, and to improve the quality of philosophy and social science research. Moreover, it is of great significance to strengthen the management decision-making ability of philosophy and social service ability in our country.

Chinese University Social Sciences Data Center is an important part and supporting organization in Chinese university social sciences management service system. It aims to be information service center, data analysis center and technical support center for national university social sciences management system. It will design globally to implement the system integration step by step by the modern information technology. Then, it can gradually solve the problem of data requirements in the development of Chinese University philosophy and social sciences. It not only will improve the service level and decision-making ability of social sciences management, but also promote the scientific research management innovation. Thus, it will achieve management innovation to promote the academic innovation.

The main work of Chinese Universitiy Social Sciences Data Center includes the following contents:

(1) Providing the long-term and stable technical service and support for the information construction of Chinese University Philosophy and Social Sciences, launching the information training of Chinese University Social Sciences management;

(2) Constructing the Chinese university social sciences management database, to carry out the consolidation of social sciences data management, processing and integration;

(3) Drawing up the uniform standards for the construction of Chinese university social sciences research database topics, and promoting the construction, sharing and application of social sciences data;

(4) Managing the data for social sciences statistical analysis and data mining by means of research reports, special reports, newsletters and other forms, providing the Programmatic Countermeasures and applicability of the decision-making advice for social sciences departments at all levels;

(5) Promoting the effective use of data for transformation and exploitation, providing data query and retrieval services, and publishing comprehensive and authoritative information of Chinese university social sciences data;

(6) Organizing and managing the domestic and international academic conferences and forums which are related to the information technology of social sciences and social services of universities management business; to carry out the social sciences management of statistical data analysis and data mining to offer decision support for social scientific management departments at all levels; to provide ever-present data support and systems integration services for university management of philosophy and social sciences .

Chinese University Social Sciences Management Database is an important support and basic assurance of Chinese university philosophy and social sciences innovation system, which has been long-term constructing by Chinese University Social sciences Data Center. The main goals of building a social sciences management database are as follows: to achieve the standardization of data collection in order to form the basis of the supporting databases gradually; to improve the policies and procedures of social sciences information management so that establishing a sound business processing system and achieving comprehensive information handling of social sciences management business; to carry out the social scientific management of statistical data analysis and data mining to offer decision support for social scientific management departments at all levels; to provide ever-present data support and systems integration services for university management of philosophy and social sciences .

Social Science Management Database is merged by basic information database, statistics and analysis subsystem, the system of information issue and authentication security. The framework of Social Science Management Database is shown in figure 1.

Social Science Management Database has not only realized the management of the social sciences personnel, the social sciences institution, the social sciences project, the social sciences product, the social sciences award and the other types of social sciences data, but also provided the data sources for statistical analysis subsystem. Statistical analysis subsystem sources from the basis database, and achieved real-time statistical analysis and data mining online with the various types of social sciences data, for the purpose of providing decision support for social sciences management. At the same time, Social Sciences Management Database has implemented the social sciences information publishing platform, such as the news, notifications, message and so on, thus facilitating the exchange and sharing of information. Finally Social Sciences Management Database supplies the comprehensive protection systems and data security to prevent unauthorized access and operation by means of the configuration and data management of safety system certification.

Until the year of 2014, social sciences management database has accumulated management data about over 15 years. Of which, there are about 40,000 pieces of data from social sciences managers, eight million from social sciences researchers, 70,000 from social sciences management agencies, 10,000 from social sciences research institutions, more than four million kinds of social sciences projects, more than one million social scientific achievements of all kinds and more than 10,000 various types of social science. All the data provides important data supports and consulting services for Chinese university social sciences managements and decisions.
